Hylton presented the keynote address at the National Governors' Association annual Conference in Washington. Each of the governors was given a copy of his book and his public television documentary. Parris Glendening As a keynote speaker or small group presenter, Tom Hylton helped 450 groups in 35 states to focus their constituencies on the advantages of traditional town living and effective ways to reverse sprawl. He retired from speaking in 2018.
